North Carolina’s film industry provides filmmakers with access to a wide variety of scenic locations, from mountains to coastlines, as well as experienced local crews and state-of-the-art production facilities. The state offers attractive film incentives, including rebates and grants, making it a cost-effective choice for film, television, and commercial projects. With a strong track record of successful productions, North Carolina supports creative vision and a vibrant entertainment community.
Through the North Carolina Film and Entertainment Grant, productions are eligible for a full 25% rebate of direct in-state spending. Qualifying expenses include all labor and purchases and services rendered from in-state vendors.
North Carolina has more than 3,700 highly skilled film professionals across the state. Among the well-versed crew base are 75 members of the International Cinematographers Guild, 26 members of the PGA, and 90 DGA members, and 800+ IATSE members.
With 543 miles of filmable locations within the state, North Carolina’s mountains, hills, cities, towns, and beaches give its film industry the ability to shoot almost every scene imaginable.

North Carolina offers a 25% rebate on qualifying expenses and purchases made by productions while in-state as its film incentive. The rebate is funded through the North Carolina Film and Entertainment Grant (with awards at the discretion of the NC Secretary of Commerce), which currently has a designated recurring starting amount of $31 million per fiscal year (Jul 1-Jun 30), although the program is functionally uncapped. Additionally, any unused funds carrying over from fiscal year to fiscal year.
The State of North Carolina charges minimal, if any, fees to shoot on available state property such as government buildings in the Raleigh area and across the area, as well as beaches, parks, lakes, historical sites, and other recreational areas. There could be fees if additional assistance is needed in the way of park personnel and law enforcement, varying by region.
The North Carolina Film Office is not a permitting agency, however we will assist you in obtaining permits. Permitting in North Carolina is generally an easy process and is handled differently by each government agency and individual jurisdiction.
