North Carolina is one of the founding states of the national Confluence Accords, a set of best practices that shows our commitment to cultivating a strong outdoor recreation economy, and our belief that outdoor recreation is core to the very character and quality of life we should all enjoy.

The Outdoor Recreation Industry Office focuses on the four pillars outlined in the Confluence Accords.

Economic Development

Engage with federal, tribal, state, and local governments, as well as local and regional economic development organizations to attract, retain, and expand business and market the outdoor recreation economy. Establish and improve sustainable outdoor recreation infrastructure and funding to advance businesses’ success in the outdoor recreation economy.

Promote and support environmental and outdoor learning opportunities for career development and advocacy in outdoor recreation. Workforce training programs encourage technical training and skill mastery across the spectrum of outdoor industry careers.

Advocate with a coalition of public, private, and nonprofit sectors to protect North Carolina’s natural diversity, to provide and promote public outdoor recreational access, and to exemplify and encourage good stewardship of North Carolina’s natural resources for all citizens and visitors in North Carolina.

Partner with health and wellness stakeholders to increase outdoor recreation opportunities for people of all backgrounds and abilities.
