The North Carolina Rural Infrastructure Authority (RIA) has approved 11 grant requests to local governments within the state, totaling over $1 billion in private and public investment. The grants include commitments to creating a total of 673 jobs, 331 of which were previously announced.
The Rural Infrastructure Authority is a 17-member board that awards Rural, Community Development Block Grant (CDBG), and Utility grant funds, which include the Building Reuse Program and the Industrial Development Fund – Utility Account program. The Building Reuse Program provides grants to local governments to renovate vacant buildings, renovate and/or expand buildings occupied by existing North Carolina companies, and renovate, expand or construct healthcare facilities that will lead to the creation of new jobs in Tier 1 and Tier 2 counties and rural census tracts of Tier 3 counties.
The RIA approved eight grant requests under the Building Reuse Program, all of which were awarded to companies represented by the EDPNC, including:
- Catawba County: A $500,000 grant will support the renovation of a 1.2 million square-foot-building located at 2512 Penny Road in Claremont. The building was constructed in 1982. Prysmian Group manufactures a wide variety of cable applications in the energy and telecom cable systems industry. Prysmian is a publicly traded company with over 22,000 employees across 50 countries and 88 facilities. The company has previously disclosed it plans to create 385 jobs and invest over $1 billion in the project.
- Alamance County: A $500,000 grant will support the renovation of an 800,000-square-foot building located at 1040 Cedar Crest in Graham. The building was constructed in 2016. Alamance Foods, Inc. manufacturers branded and private label products including aerosol whipped cream, freeze pops, flavored drinks and bottled water. The company will expand and add a new product line. The company will create 144 jobs and invest over $36.5 million in the project.
- Caldwell County: A $186,000 grant will support the renovation of a 103,102-square-foot building located at 2002 Hickory Blvd. The building was constructed in 1971. Chase Corporation manufactures protective materials that include industrial coatings, tapes, adhesives, and sealants to a variety of industries. This will be the second grant to benefit the company.
- Cumberland County: A $500,000 grant will support the reuse of a 28,479-square-foot building located at 223 Dedication Drive in Fayetteville. The building was constructed in 1969 and has been vacant for four months. Skyeton Inc. designs and develops uncrewed aircraft systems. The company has been in operation for 20 years and wants to establish their first U.S. manufacturing facility in Fayetteville. The company will create 162 jobs and invest over $3.1 million in the project.
- Edgecomb County: A $280,000 grant will support the expansion of a building located at 3006 Anaconda Road. The building was constructed in 2015. Madem-Moorecraft Reels USA, Inc. is a Brazilian-based manufacturer of nailed wood and plywood reels for the wire and cable industry with two locations in North Carolina. The company plans to add 9,200 square feet to its existing facility. The company will create 40 jobs and invest over $2 million in the project.
- Guilford County: A $500,000 grant will support the reuse of a 100,394-square-foot building located at 7910 Triad Center Drive. The building was constructed in 1982 and has been vacant for at least three years. Hoffman & Hoffman, Inc. markets and sells commercial HVAC and hydronics pumping equipment and filtration systems. The company will create 131 jobs and invest $9.7 million in the project.
- Halifax County: A $95,000 grant will support the renovation of a 125,471 SF building located at 100 Grace Drive in Weldon. The building was constructed in 1974. JBB Packaging, LLC manufacturers polyethylene bags and sheeting including pallet covers, mattress bags, and can liners. The company will create 12 jobs and invest over $5.2 million in the project.
- Pitt County: A $100,000 grant will support the renovation of a 57,038-square-foot building located at 2672 Mill St. in Winterville. The building was constructed in 1951. Winterville Machine Works offers a comprehensive range of engineering, precision machining, welding, and fabrication services for customers across multiple industries, including marine, transportation, and mining. The company will create nine jobs and invest over $474,000 in the project.
In addition to reviewing and approving funding requests, the NC Rural Infrastructure Authority formulates policies and priorities for grant and loan programs administered by N.C. Commerce’s Rural Economic Development team. The Governor, Speaker of the House and Senate President Pro Tem appoint its 17 voting members. The North Carolina Secretary of Commerce serves as a member of the Authority, ex officio.
